Woodrow Wilson says "peace without victory" meaning he wants the conflicts in Europe to be settled without a war fighting. This is very American at the time, because the United States had maintained isolationists from wars in Europe until World War I. This was too perfect to stay true after the Germans sunk Lusitania without warning.
